2023 registration form

British citizens retain the right to vote in Spanish municipal elections under the bilateral agreement between Spain and the United Kingdom. This does not extend to Spanish general elections, regional elections or European Parliament elections.

Before 1 December 2026 – make sure the basic requirements are in place

You must be legally resident in Spain, be registered on the Padrón Municipal in the municipality where you intend to vote, and have completed the required period of legal and uninterrupted residence. For British citizens that period is three years immediately before the date on which you apply to join the electoral register.

This is important because the three years are measured to the registration application date, not election day. Someone applying on 1 December 2026 would therefore normally need to have been legally resident continuously since at least 1 December 2023. Someone applying on the final day, 15 January 2027, would need qualifying legal residence going back to at least 15 January 2024.

Being on the padrón for three years is not, by itself, proof of the three years’ legal residence. The Oficina del Censo Electoral normally checks legal residence against the Registro Central de Extranjeros..

1 December 2026, electoral registration opens

Under the rules currently in force, applications by nationals of countries such as the UK must be made between 1 December of the year before the municipal elections and 15 January of the election year. For the 2027 elections that means the registration period is scheduled to begin on 1 December 2026.

The Oficina del Censo Electoral can send eligible residents a letter containing their details and, where applicable, a CTT electronic processing code. The application can currently be completed online through the INE electronic office using Cl@ve or the NIE/CTT combination, returned by post where a personalised application has been received, or made personally at the Ayuntamiento.

Importantly, you do not have to wait for a letter. If you believe you meet the conditions, you can apply through your Ayuntamiento during the registration period.

15 January 2027 – critical deadline

Under the legislation currently in force, 15 January 2027 is the final day for a British citizen to apply for inclusion in the electoral census for the 2027 municipal elections. Applications made later cannot normally be rescued simply by making a subsequent census correction or complaint.

This also creates an effective residence cut-off. A British citizen whose legal residence in Spain began after 15 January 2024 would not be able to complete the required three years before the registration window closes and would therefore not qualify for the 2027 municipal election under the present rules.

A particularly important point for people who voted in 2023

British citizens who registered for and voted in the 2023 municipal elections must register again for 2027. Unlike the arrangement applying to many EU citizens, registration under the agreement-country system is valid only for the particular municipal election for which the application was made.

So having voted in Manilva, Estepona or elsewhere in 2023 does not automatically put a British resident on the electoral register for 2027.

Age requirement

The voter must be 18 by polling day and must not have been deprived of the right to vote. Someone who is 17 during the registration period may apply provided they will have turned 18 by election day and meet all the other requirements.

23 May 2027 – municipal election day

Spanish law requires ordinary local elections to take place on the fourth Sunday in May every four years. On the current statutory timetable, the next municipal elections will therefore be held on Sunday 23 May 2027. The formal election decree will be issued closer to the date.

The simplest message for British residents

For the 2027 municipal elections, a British citizen should make sure they are legally resident, on the padrón, have three years’ continuous legal residence by the date they apply, and register specifically for the 2027 electoral census between 1 December 2026 and 15 January 2027. Previous registration for the 2023 elections does not carry over.

For a campaign aimed at British residents, I would make 15 January 2027 the headline deadline, with publicity beginning well before 1 December 2026, because missing that registration window means losing the opportunity to vote in May.
